HIQA report finds regulation breaches at north west centres



Two residential centres for older people in the north west have been found to be non-compliant in five regulations in the Health Information and Quality Authority’s (HIQA) latest inspection reports.

The inspections took place in March and it’s understood that efforts have since been made to address the shortcomings identified.

Bailey’s Nursing Home in Tubbercurry and Donegal Community Hospital in Donegal Town were two of 8 nationally were found to be non-compliant with four regulations or more, with five breaches found in total at each centre.

Under infection control, the flooring of the shared toilets in most of the four-bedded rooms at Donegal Community Hospital were visibly unclean on the day of inspection while the laundry room was visibly dirty and had not been included in the cleaning schedule.

Governance and management, premises, fire precautions and residents’ rights were also found to be non-compliant.

Under premises at Bailey’s Nursing Home, issues were found with the design and layout of thirteen twin bedrooms did not adequately meet the needs of residents in accordance with the statement of purpose in the designated centre.

Four more breaches were found under fire precautions, individual assessment and care plan, protection and residents’ rights, all of which raised alarms in HIQA’s eyes.

Sligo Nursing Home in Ballytivnan was one of the 20 centres in breach of three regulations or less.

Among them were non-compliances under governance and management, with protection and residents’ rights.

All the centres included in the report that were found to have breaches have been asked to provide compliance plans to demonstrate how they will make improvements and come into compliance with the regulations.
