Midlands North West MEP Mairead McGuinness says there's a need to educate people on how to take care of horses.
She was speaking in the European Parliament which this week called for tougher penalties for people who mistreat or abandon horses.
MEPs are recommending measures to educate owners on how best to look after their animals.
Mistreatment and abandonment of horses continues to be a significant issue in Europe.
