The Irish Natura and Hill Farmers Association is calling for its concerns about land access and liability to be addressed.
It follows a meeting with Minister Michael Ring.
INHFA National Vice President Henry O Donnell says the concerns of hill farmers must be considered when it comes to promoting tourism.
He points out that there has been a substantial increase in the numbers accessing hills and land for recreational purposes.
