A Leitrim TD wants a license to be granted to people who can't get planning because of wastewater problems.
At the moment nearly all planning applications for one-off rural homes are failing in many parts of Leitrim in particular because of the poor soil quality.
It means they don't pass what are known at T-tests for sewerage treatment which ensure that no contaminated effluent is getting out into the environment.
But many feel the T-tests are too strict and any systems that work are too expensive to use.
