About 60 social houses in the Sligo town and county area are in need of energy efficiency upgrading but the county council needs three quarter million euro (€750,000) to do the work.
It's envisaged the work under a Retrofitting Programme would be carried out during a three to five year period.
However, the council's difficulty lies in finding the money in its existing resources.
Thirty-four of the houses needing work are in the Sligo town area; the remainder are in towns, villages and some rural areas of the county.
Sligo Sinn Fein Councillor Chris MacManus says government commitments about energy efficiency should be backed up by money needed to do the work required.
