Mica affected homeowners are set to get a 100% grant for remediation works, capped at up to €420,000 under government proposals.
The Sunday Independent reports the plan would cost the state about €2.2b.
The paper reports Minister Darragh O'Brien's plan is to be discussed by cabinet on Tuesday, and may see the construction industry pay a levy towards the costs.
If agreed, the scheme would not just include private homes, but also some rental properties.
