A Donegal TD is attempting for the third time to bring in new legislation that would make the likes of housing, health and cultural identity a constitutional right.
Independent Deputy Thomas Pringle says it would mean these rights could then be defended in the courts.
He says that, contrary to widely held belief, housing is among many items that are not constitutional rights.
