As it stands, Donegal County Council are unable to carry out safety works to prevent two homes from being heavily damaged by coastal erosion.
The issue centres on the fact that the council would be liable for any faults with their work going forward, and would be responsible for it in the future.
It is still hoped that the OPW can provide funding for the works and that a solution can be found.
