Over 20.5 million euro in levies is owed to councils nationwide.
There were more than 1,913 sites on derelict site registers at the end of last year, an annual increase of 21.6%.
Independent Donegal TD Thomas Pringle says that local authorities need to take a harder approach with property owners to ensure the properties are put to use.
