A Donegal TD says the HSE has appointed almost six hundred managers in six years.
Fianna Fail Deputy Pat the Cope Gallagher says that's against a background of a lack of frontline staff in many areas, including hospitals.
He contrasted what the situation would be like if such staff were increased pro-rata in line with those at management levels.
